Human Resources and General Affairs Division performs the following activities: human resources management, analysis of personnel demand, preparation of internal acts and their implementation; creating personnel files, personnel affairs and labor relationships, preparation of individual acts which regulate employees’ rights and obligations; collaboration with the Human Resources Administration; keeping and updating Central Personnel Records, employees performance evaluation, preparation of the Personnel Plan, Integrity Plan, internal procedures and instructions; technical and administrative tasks as required by the Director and other organizational units; recordkeeping, keeping Registry and internal office records, keeping Registry of first and second instance cases and other office management tasks; collaboration with authorized international organizations and competent bodies of other countries within the scope of activities of the Administration; translation tasks for the Director and other organizational units; public relations, preparation of reports and statements for media and other related tasks.

 

First Instance Administrative procedure subdivision

First Instance Administrative Procedure Division is responsible for the following: implementation and enforcement of legislation; conducting and deciding in administrative procedures; providing expert assistance in implementation of laws and other regulations; implementation of international and European conventions, protocols and agreements within the scope of the Administration’s authority; collaboration with authorized international organizations and competent bodies of other countries within the scope of the Administration’s authority; responding to requests for free access to information; drafting opinions for the Appeal Commission and other relevant bodies; preparation of information, publications and other material; preparation of annual reports related to draft laws and bylaws; tracking of international regulations within the scope of the Administration’s authority and suggesting the terms of their implementation in the laws and bylaws that fall within the scope of the Administration’s authority; drafting replies and opinions for competent bodies and stakeholders; evaluating and taking actions on the basis of complaints.
